Appraisal Capitalization Rate for Low Income Housing
Pursuant to Sec. 11.1825(r) of the Texas Property Tax Code, the Tax Appraisal District of Fort Bend County gives public notice of the capitalization rate to be used for tax year 2025 to value properties receiving exemptions under this section.
Rent restricted properties vary widely.
These variations can have an effect on the valuation of the property.
A basic capitalization rate of 6.75-8.0% will be used to value these properties; although adjustments may be made based on the individual property characteristics and the information provided to the chief appraiser as required under Sections 11.182 (d) and (g), Property Tax Code.

VISIT Texas.gov/propertytaxes to find a link to your local property tax database. From this site you can easily access information regarding your property taxes, including information regarding the amount of taxes that each entity that taxes your property will impose if the entity adopts its proposed tax rate. Your local property tax database will be updated regularly during August and September as local elected officials propose and adopt the property tax rates that will determine how much you pay in property taxes.
Property owners have the right to request the information from the assessor of each taxing unit for their property. You may request their contact information from the your local Tax Assessor-Collector at:

Anatomy of an Appraisal Notice
Examine a visual representation of the structures and systems within a Notice of Appraised Value (or appraisal notice). This breakdown will aid property owners in understanding the organization, function, and relationships of various data, statements and tables.
TLO (Taxpayer Liaison Officer)
The Taxpayer Liaison Officer (TLO) is a unique position at an appraisal district. The TLO is not an appraisal district employee, but rather answers directly to the Board of Directors.
Their primary role is to resolve disputes arising from issues that cannot be addressed in the normal protest process. The TLO must also collect comments and suggestions from property owners, property owner’s agents, and the chief appraiser regarding issues of fairness and efficiency at the appraisal district.
The Texas Property Tax Code defines the types of issues that the TLO can address. Conflicts of interest, ex parte communications, and the hearings process itself are some of the issues that a TLO may contend with.
