Q&A: RFQ No. 2026-01 for Appraisal District Financial Audit Services

- Is there anything specific you are looking for in the successor auditors?
Nothing specific. Respondents may provide any information they believe reflects their qualifications to be the auditors for the appraisal district. - How many staff did the audit team consist of for both interim and year-end, and how many weeks did the auditor spend in the field? Our most recent audits and budgets are posted for review on our website. The successful Respondent or Respondents will be selected and/or ranked based on the most qualified. The selected Respondent will then have the opportunity to negotiate a contract for financial audit services with the Appraisal District.
- How many audit hours did your current auditors propose under your existing contract? This information has not been provided in the past. Any selected Respondent will have the ability to negotiate a contract with the Appraisal District.
What were the prior year’s total audit fees, and can you provide the breakdown by components? Audit fees are included in the budget document on the website. We do not have any component units. - Are there any significant changes in operations expected for FY 2025-26? The Appraisal District is planning to acquire and occupy a new facility during Fiscal 2025-2026.
- Were there any significant events in 2024-25? Will there be any significant events in FY 2025-26? The Appraisal District is planning to acquire and occupy a new facility during Fiscal 2025-2026. We may also look into replacement funds for the assets, but this will be a normal accounting function that may not be considered as significant.
- Have there been any changes in your accounting system since last year or any planned changes in the future? The Appraisal District has not made any significant changes to the accounting system since the last fiscal year. We completed a conversion during FY24 to the Tyler Technologies ERP Pro 10 software. FY25 is the first full year using the new software.
- Were there any new bond issues in the current year or any planned bond issuances in the coming years? Appraisal Districts are not authorized to issue bonds.
- How many leases and subscription arrangements does the District have? The most recent budget and audited financial statements are posted on the website. We have several software leases, many of which are online subscriptions and others are server based.
- How many post-closing journal entries did you have in FY 2025? How many were proposed by the auditor? We had 5 adjustments for the FY24 audit.
- Is there any litigation not included in the 2025 Financial Statements? Copies of the most recent budget and audit are posted on the website.
- Did the District have any layoffs, retirements, or replacements of key employees in the finance department? No.
- Do you currently have vacant or frozen positions within finance? We currently have a vacant Accountant position.
- May we have a copy of the previous year’s available Financial Statement audit report? Or a direct link on the District’s website. https://www.fbcad.org/reports/
- Was/Is the FY 2025 audit performed remotely? If so, is the District open to continuing remote audits in the future? Any selected Respondent will have the ability to negotiate a contract with the Appraisal District. It is remote.
- If yes, is the District open to a fully remote audit? Any selected Respondent will have the ability to negotiate a contract with the Appraisal District.
- Will the District accept emailed proposal submittals in lieu of hardcopies? Yes. Please review RFQ No. 2026.01.
- When does the District’s books close? August 31st. Please review RFQ No. 2026.01. August 31 is our year end.
- What is the desired timeline for:
a. Interim — 1-2 months before our fiscal year ends.
b. Field Work — 3-4 months after our fiscal year has ended.
c. Draft Reports — 4-5 months after our fiscal year has ended.
d. Final Reports — 4-5 months after our fiscal year has ended. - Is there any flexibility for the scheduling for the first year of the proposed engagement term? Yes. Any selected Respondent will have the ability to negotiate a contract with the Appraisal District.
- We are unable to locate the annual financial report (AFR) on the District’s website. The reports pages on the website includes annual reports, budgets, and other types of reports, but does not appear to include the audit reports. The RFQ noted that the FY25 audit is still on-going. - Regarding the Agreed Upon Procedures, in the RFQ on page 7 & 8 we noticed it mentions the District is required to demonstrate financial assurance each year, which includes a certification by the District, accompanied by a separate Independent Accountant’s Report on applying Agreed Upon Procedures related to the certification. If this is something you all have had done annually, can you provide the most recent AUP report from the Independent Accountant? We don’t have any agreed upon procedures or a certification for it each year. Please remove this from any analysis you may have. - Would it be possible for us to obtain the most recent Annual Comprehensive Financial Report of the Fort Bend CAD, as well as the most recent Agreed Upon Procedures report for the financial assurance certification?
